Angelo FALSONE is Lecturer at the School of Law and Economics in Zhongnan University of Economics and Law. He holds a PhD in law from LUMSA University (Italy) and an LLM from The University of Nottingham (UK). He is also an English language teacher in his own right. During his PhD,Dr. Falsone held visiting positions at KU Leuven (Belgium), Cardiff University (UK) and Indiana University (Bloomington, IN, US). His field of expertise covers comparative law, ESP law and religion, legal history, law and literature as well as law and AI. Before joining ZUEL, Dr. Falsone has taught law in Guangzhou, Shanghai and Qingdao for several years. During his career he has joined several international conferences.

Hoeun SHIN is Senior Research Officer at Constitutional Research Institute (Korea) and former Lecturer at Sungshin Women’s University and Sookmyung Women’s University (Korea). Her scholarship includes publications like Regulatory Strategies of the European Health Data Space Proposal, AI-Based Safety Assessments: Legal Challenges, and contributions to interdisciplinary works such as Healthcare Leadership in the Digital Transformation Era. She has engaged in several academic conferences and made presentations concerning Legal Challenges Arising from AI-Based Safety Assessment, The Challenge of Soft Law to the Rule of Law etc.
Hoeun SHIN现任宪法研究所(韩国)高级研究员,曾任诚信女子大学及淑明女子大学(韩国)讲师。她的学术成果包括《欧洲健康数据空间提案的监管策略》《人工智能安全评估的法律挑战》等论文,并合著《数字转型时代医疗领导者核心知识》。她已多次参与学术会议,并围绕“基于人工智能的安全评估引发的法律挑战”“软法对法治的挑战”等主题作出发言。
Jane K. WINN is Professor at the Law School of University of Washington (US). She has conducted research on legal reforms in China and held visiting professorships at the University of California-Berkeley School of Law (US), Peking University School of Law Tsinghua University School of Law, and Sciences Po Paris (France). Her publications include The Law of Electronic Commerce (4th edition, co-authored with Benjamin Wright) and Sales Law for a New Century. She specializes in comparative and commercial law, focusing on the impact of globalization and innovation on national legal systems.
Jane K. WINN现任华盛顿大学(美国)法学院教授。她曾研究中国的法律改革,并任教于加州大学伯克利分校(美国)法学院、北京大学法学院、清华大学法学院及巴黎政治学院(法国)。其代表著作包括与本杰明·赖特合著的《电子商务法》(第四版)及《新世纪的买卖法》。她专攻比较法与商法,重点研究全球化与创新对各国法律体系的影响。
Kazumasa INABA is Professor in Law School of Nagoya University (Japan) and Secretary-General of East Asia Institute of Administrative Law. With a career spanning roles as assistant professor and associate professor since 2005, he was promoted to full professor in 2012 and has contributed to international collaborative research projects. His research fields mainly include administrative law, public-private partnerships (PPP), and environmental policy and social systems etc. He has published dozens of journal articles in his research field and co-authored several scholarly monographs in the last 20 years. 稻叶一将现任名古屋大学(日本)法学院教授和东亚行政法学会秘书长。自2005年起历任助理教授、副教授等职,2012年晋升为正教授,并参与多项国际合作研究项目。其主要研究领域包括行政法、公私合作伙伴关系(PPP)、环境政策与社会制度等。过去二十年间,他在研究领域发表了数十篇期刊论文,并合著了多部学术专著。国际会议报告题目:“数字技术与行政法——关于数据协同的法律问题”(Digital Technology and Administrative Law: Legal Issues on the Data Collaboration),于2024年8月24日在中国哈尔滨黑龙江大学举行的第十五届东亚行政法学会国际研讨会上发表。
Michael DENK completed his diploma studies in law with a focus on “Public Administration” at Johannes Kepler University (Austria) in 2018. During his studies, he worked as a student assistant at the Institute for Financial Law, Tax Law and Tax Policy. After graduating, he worked as a university assistant at the Institute for Administrative Law and Administrative Science, as well as a research associate at the LIT Law Lab at the Linz Institute of Technology (LIT) starting in 2019. During the pandemic, he gained valuable experience in sanitary law while serving in the COVID-19 crisis team of the Upper Austrian Government. After a research stay at the Universidad Nacional Autónoma de México (UNAM) in Mexico City, Michael Denk joined the Energy Institute’s Department of Energy Law as a Junior Researcher in September 2023. His previous research interests include, in particular, data protection law as well as legal issues related to Regulatory Sandboxes, Artificial Intelligence, Virtual Reality Electromobility and Energy Efficiency.

Nam-chul CHUNG is Professor in Law school of Sookmyung Women's University (Korea) and President of Korea Association of Energy Law. He received an LL.B. and an LL.M. from Korea University in Seoul, as well as an additional LL.M. from the University of Münster in Germany. In 2003, he got his Ph.D. in public law (Dr.iur.) from the Humboldt University of Berlin, where he was a DAAD scholarship holder. From 2011 to 2012, he was a visiting scholar at the UC Berkeley School of Law. He previously served as a member of the Constitutional Research Committee at the Constitutional Court of Korea, a researcher at the Constitutional Research Institute and the Supreme Court of Korea, and as Director of the Law Research Institute at Sookmyung Women’s University. He specializes in administrative law, comparative legal frameworks, and constitutional studies. He is considered to be one of the leading authors in the field of public law in South Korea and has published over several books and over 150 articles. He has been honored with the 24th Korean Law Institute Legal Thesis Award (2020), the 2nd Constitutional Court of Korea Outstanding Research Paper Award (2017), and the New Scholar Award from the Korean Public Law Association.
鄭南哲现任韩国淑明女子大学教授以及韩国能源法学会会长。他先后获得首尔高丽大学法学学士(LL.B.)和法学硕士(LL.M.)学位,并在德国明斯特大学取得第二个法学硕士学位(LL.M.)。2003年,他在德国柏林洪堡大学获得公法博士学位(Dr.iur.),期间曾获德国学术交流中心(DAAD)奖学金资助。2011至2012年间,他曾在美国加州大学伯克利分校法学院担任访问学者。他曾担任韩国宪法法院宪法研究委员会委员、宪法研究所研究员及韩国最高法院研究员。他专注于行政法、比较法律框架及宪法研究。鄭南哲被认为是韩国公法领域的代表性学者之一,已出版多部专著,并发表了150余篇学术论文。他荣获第24届韩国法学院法学论文奖(2020年)、第二届韩国宪法法院杰出研究论文奖(2017年)及韩国公法协会新锐学者奖。
Narufumi KADOMATSU(かどまつ・なるふみ)is professor in Law School of Kyushu University (Japan). He was Assistant Researcher in the Institute of Social Sciences of Tokyo University from 1992 to 1995, and associate professor in Law School of Kyushu University from 1996 to 2005. He is a member of the Japan Bar Association and the East Asia Administrative Law Association. His research focuses on administrative law and urban land law. He has published numerous academic articles in Japanese, English and German. He is the editor or a contributing author of several books, including Kadomatsu et al., “Legal Response to Vacant Houses: An International Comparison” (Springer, 2020) and Kaneko et al., “Land Law and Disputes in Asia : in Search of an Alternative for Development” (Routledge, 2021). Satoshi NARIHARA is an associate professor of information law at the Faculty of Law, Kyushu University (Japan). After studying at the Graduate School of Interdisciplinary Information Studies, the University of Tokyo (Japan), he served as an assistant professor at the Interfaculty Initiative in Information Studies, the University of Tokyo, and as a senior researcher at the Institute for Information and Communications Policy, the Ministry of Internal Affairs and Communications. He was visiting the Harvard-Yenching Institute as a visiting scholar from August 2023 to May 2024 and the Department of Innovation and Digitalisation in Law, the University of Vienna as a visiting professor and guest researcher from June to September 2024. He has been studying information law, cyber law, and media law, comparing US law, EU law, and Japanese law. His research focuses on freedom of expression, privacy and data protection, and legal issues of Artificial Intelligence. He has published his book, Freedom of Expression and Architecture (Keiso Shobo, 2016), and many other academic books and papers.
成原慧是九州大学(日本)法学部的信息法副教授。在东京大学(日本)大学院学际信息学府完成学业后,曾任东京大学情报学环助理教授,以及日本总务省信息通信政策研究所的主任研究官。他曾于2023年8月至2024年5月担任哈佛大学燕京研究所访问学者,并于2024年6月至9月在维也纳大学法学院创新与数字化法研究所担任客座教授和访问研究员。他的研究领域包括信息法、网络法和媒体法,尤其专注于美国、欧盟与日本法律之间的比较研究。研究重点涵盖言论自由、隐私与数据保护,以及人工智能的法律问题。他出版了专著《表达自由与建筑》(勁草書房,2016年),并撰写了多部学术专书及论文。
Shin IIDA is an assistant professor of administrative law at Kokushikan University (Japan). He was a graduate student at Chuo University until 2023 and became an assistant professor at Kokushikan University in 2024. His research is on the use of digital technology and AI in public administration. In particular, he focuses on “fully automatic administrative actions” as defined in § 35a of the German Federal Administrative Procedure Act. More recently, he has been focusing on the use of machine in public administration in Germany from the 1950's to the 1970's. He has researched the regulation of administrative procedures in the case of administrative acts by human, by human with machines and by machines. In this conference, he will present the status of introduction of (generative) AI and enactment of ordinances in Japanese local governments.
飯田森是国士馆大学(日本)的行政法助理教授。他于2023年从中央大学研究生院毕业,并于2024年起在国士馆大学担任助理教授。他的研究聚焦于公共行政中数字技术与人工智能的运用,特别关注德国《联邦行政程序法》第35a条所规定的“全自动行政行为”(fully automatic administrative actions)。近期,他的研究扩展至20世纪50年代至70年代德国行政中机器使用的历史背景,并探讨在行政行为由人执行、由人机共同执行以及由机器单独执行三种情形下行政程序的规范问题。在本次会议中,他将报告日本地方政府在引入(生成式)人工智能和制定相关条例方面的现状。
